Rules on electricity production subsidies will be adjusted to the 15-minute pricing being introduced in the electricity market. At the same time, wind power producers will be given the option to voluntarily waive the state premium subsidy and its associated obligations.

Banning coal in energy production
The use of coal in electricity and heat production would be banned in Finland from May 2029. However, the ban would not apply to exceptional security of supply situations or electricity peak-load reserve plants.

Peat tax exemption and floor price
Taxation of fuel peat will be temporarily eased by expanding its tax-free use in power plants and heating plants in 2022–2029. At the same time, a floor price mechanism will be established to prevent an increase in the use of peat if emissions allowances become cheaper.

A premium scheme based on competitive tendering will be introduced in Finland for renewable electricity to support the most cost-effective power plant investments. At the same time, the previous feed-in tariff scheme will be closed to new biogas and wood fuel power plants.

Higher property tax on wind farms
Wind farms will generally be brought under the higher power plant tax by calculating their capacity threshold on the basis of a shared grid connection. The change will increase tax revenue for wind power municipalities and raise costs for energy companies.

Higher heating fuel taxes and mining tax cuts
The carbon dioxide tax on heating fuels and non-road machinery fuels will be increased, raising the price of fossil fuels and district heating. At the same time, the lower electricity tax for industry and the right to an energy tax refund will be restored for mining.
