Temporary increase in housing allowance heating costs
Heating costs and detached house maintenance expenses taken into account in the general housing allowance will be temporarily increased in 2023 due to expensive energy. In addition, Kela will be able to transfer housing allowance payments directly to the landlord more easily if a tenant accrues rent arrears.

Short-term interest subsidy for rental housing
The state will introduce a new ten-year interest subsidy model for the construction of rental dwellings alongside the existing 40-year system. The reform will increase the supply of affordable rental housing, especially in growth centres.

Capping maximum housing allowance expenses
A separate ceiling will be introduced under the general housing allowance for housing costs in small dwellings and shared housing. In addition, the maximum housing costs covered by housing allowance will be linked to the cost-of-living index instead of the rent index, and index increases will be frozen for 2018.

Restaurant closure compensation and re-employment support
Restaurants closed due to coronavirus restrictions will be paid direct compensation for running costs as well as support for rehiring employees. The support package is intended to safeguard companies' liquidity and speed up the resumption of operations after the restrictions end.

Reforming interest subsidies for affordable housing
The terms and repayment schedule of interest-subsidised loans for state-subsidised rental and right-of-occupancy dwellings will be reformed to encourage the construction of more affordable housing, particularly in growth centres. Equal VAT treatment for private vocational education
Private providers of vocational education and training will be placed on an equal footing with municipal education providers regarding value added tax (VAT) on premises rents. Revising the Finland-Spain tax treaty
