Cutting vocational education and training funding
Funding for vocational education and training will be cut by 120 million euros from 2025 onwards, reducing study places for adults who already hold a qualification. At the same time, administrative obligations for upper secondary institutions will be eased, and an additional 10 million euros will be allocated to support for learning in general upper secondary schools.

Continuing North Calotte labour market training
Finland will continue joint Nordic labour market training at the North Calotte Education Foundation in 2024–2027. The agreement ensures that Finnish students have the opportunity to complete vocational education and training in Sweden.

The amount of the adult education allowance will be reduced and its maximum duration shortened. At the same time, funding for the employee allowance will be transferred entirely from the state to the Unemployment Insurance Fund.

Adult education allowance is reformed to make combining work and study more worthwhile and flexible than before. The amount of the allowance will be adjusted directly on the basis of monthly wage data from the incomes register.

Finland will approve the co-operation agreement with Sweden and Norway concerning the North Calotte Education Foundation for the years 2020–2023. The agreement guarantees Finnish students training places in vocational labour market training organised by the foundation.

All individuals who have completed a vocational qualification and have at least five years of employment history will be eligible for a vocational qualification grant. At the same time, the increased grant paid for a first qualification will be abolished, and the upper age limit for the grant will rise to 68.
