Rules will be established on the electricity market for independent demand response providers, enabling more flexible management of customers' electricity consumption on the market. Additional energy tax refund for agriculture
A one-off additional refund will be paid to agricultural operators and greenhouse growers for fuel oils used in 2021. The aid will be paid automatically without a separate application to those who have applied for the standard energy tax refund.

Peat tax exemption and floor price
Taxation of fuel peat will be temporarily eased by expanding its tax-free use in power plants and heating plants in 2022–2029. At the same time, a floor price mechanism will be established to prevent an increase in the use of peat if emissions allowances become cheaper.

Centralising business subsidy administration at Tekes
The Finnish Funding Agency for Innovation Tekes will also begin administering business subsidies related to economic, energy and environmental policy. Under the change, corresponding duties and personnel will be transferred from the ELY Centres (Centres for Economic Development, Transport and the Environment) to Tekes from the beginning of 2017.

Nearly zero-energy standard for new buildings
New buildings must be constructed as nearly zero-energy buildings in accordance with obligations under an EU directive. The requirement applies to new construction projects for which the building permit application is submitted from the beginning of 2018 onwards.

The wind power feed-in tariff scheme will be closed to new projects once the statutory quota is filled. Entry into the scheme will require a valid quota decision, which will remain valid until the beginning of November 2017 at the latest.
