Improving pregnancy and organ donor benefits
Pregnant women will be eligible to receive special pregnancy allowance more often and also on a partial basis if working conditions endanger their health and no alternative work is available. Donors of organs, tissues or cells will be fully compensated for loss of earnings resulting from the procedure.

University hospital supplement in county funding
Wellbeing services counties maintaining a university hospital and the City of Helsinki will receive additional state funding for higher hospital costs related to specialised healthcare, research and training. The change will be financed through additional state funds, so funding for other wellbeing services counties will not be reduced.

The duties of university hospitals as providers of specialised medical care, research, and education in the field are clearly defined in law as the new wellbeing services counties begin their operations. At the same time, the opportunity for university teachers and professors to hold secondary posts at university hospitals is ensured.

Permitting surgery without round-the-clock emergency services
Hospital districts will be able to organise and purchase elective surgery also in units that do not have round-the-clock joint emergency services. Strict quality requirements related to patient safety and emergency preparedness will nevertheless be set for these operations.

Expanding nurses' prescribing rights
Nurses who have completed supplementary training will be able to prescribe medicines on a limited basis also in home care, specialised medical care and publicly outsourced services. The change will speed up patients' access to care and free up doctors' working time for more demanding tasks.

Clarifying terminal care and clinic choice
An explicit obligation to organise palliative care and end-of-life care will be written into the act, and patients will be able to change their local health centre every three months. In addition, information on waiting lists in specialised medical care will be published monthly.

Reforming hospital and emergency networks
Demanding specialised medical care and 24-hour comprehensive emergency care will be centralised in 12 hospitals. Health and social services emergency departments will be combined in the same premises to improve service quality and safety.
