Harmonising Kela benefit funding payments

Easier combination of work and adult education
Adult education allowance is reformed to make combining work and study more worthwhile and flexible than before. The amount of the allowance will be adjusted directly on the basis of monthly wage data from the incomes register.

Temporary support for unpaid coronavirus absences
Temporary support will be paid to employees who have had to take unpaid leave to care for a young child at home due to coronavirus recommendations. The support will also be available to employees arriving in Finland from abroad who are absent from work without pay because of a two-week quarantine.

Postponing the Incomes Register benefit phase
The expansion of the Incomes Register to pension and benefit data will be postponed from 2020 to 2021. At the same time, procedural clarifications related to the implementation of the Incomes Register will be made to tax legislation.
