Right of appeal against involuntary medication
A patient in involuntary psychiatric care will be able to appeal to the administrative court against medical treatment prescribed for them. An official administrative decision must be issued on medical treatment if it cannot be provided in mutual understanding with the patient or if the patient requests a decision.

Correcting rescue service administrative reviews
Decisions taken by a wellbeing services county rescue authority will continue to be subject to a request for administrative review before an appeal can be made to an administrative court. The amendment rectifies a technical error left in a previous legislative amendment.

Authorities will be able to make clear and routine administrative decisions automatically without processing by an official. Citizens are always guaranteed information that a matter has been decided automatically, as well as the right to request a free review of the decision to be handled by a human.

Harmonising appeal routes for administrative decisions
Appeals against administrative decisions issued by authorities and courts will initially be lodged with an administrative court rather than directly with the Supreme Administrative Court. The reform will clarify appeals and guarantee two-tier legal protection for the parties involved.

Municipal climate plans and appeal rights
All Finnish municipalities will be required to draw up their own climate plan at least once per council term. At the same time, clear rules will be added to the act on how and by whom appeals against national climate plans can be lodged with the Supreme Administrative Court.

The rules on appeals in environmental and housing matters will be aligned with the general rules of administrative courts. Appeals against decisions of an administrative court to the Supreme Administrative Court will, as a rule, require leave to appeal.
