Extending the instrumentalised migration act
Finland will extend the validity of the exceptional act that allows restricting the reception of asylum applications at the border where necessary to combat instrumentalised migration. The act will remain in force until the end of 2028 without substantive changes.

Extending the pushback act
The validity of the so-called pushback act would be extended until the end of 2026. The act makes it possible to restrict applications for asylum at the border if a foreign state uses migrants to put pressure on Finland.

Banning property purchases on security grounds
Citizens and companies from a country that threatens Finland or other states will not be allowed to buy real estate in Finland without a permanent residence permit. The ban will prevent the use of properties for activities that endanger national security and for hybrid influence.

Preventing instrumentalised migration at the border
In exceptional situations, Finland could prevent the entry of asylum seekers and turn them away immediately at the border if a foreign state uses them as an instrument of pressure. However, applications could still be accepted, for example, from children or persons in a particularly vulnerable position.

Rapid call-up of border reservists
Reservists of the Finnish Border Guard could be called up for refresher training on an expedited schedule to ensure border security as well. The call-up could be issued without the usual three-month notice period if the border situation changes abruptly.

Introducing a border procedure for asylum applications
A border procedure will be established in Finland allowing certain asylum applications to be examined through an accelerated process directly at the border without permitting applicants to move freely within the country. The procedure may be introduced in situations involving an exceptionally large number of arrivals or instrumentalised migration.

Enhancing border security and building barriers
The Finnish Border Guard will gain new means to respond to border disruptions and hybrid influence operations that exploit migration. If necessary, the Government may centralise the application for asylum to specific border crossing points, and fences and other barriers may be built on the eastern border.

Updating emergency powers for hybrid threats
The Emergency Powers Act will be amended to include the possibility of introducing emergency powers in serious hybrid threat situations. The amendment will improve authorities' ability to act swiftly during, for example, cyberattacks, the instrumentalisation of migration or disruptions to critical infrastructure.
