Persons who detect misconduct in their work will be provided with statutory protection against employer retaliation, such as dismissal or discrimination. Large organisations and public authorities will be required to establish secure reporting channels for reporting suspected breaches.

Extending demonstration notification period to 24 hours
Public meetings and demonstrations organised outdoors must in future be notified to the police at least 24 hours before they begin, instead of the current six hours. Spontaneous demonstrations can still be organised at shorter notice if they do not cause unreasonable inconvenience.

The state will pay central government transfers for unemployment benefits to Kela on the basis of a monthly notification instead of the previous advance confirmation for the entire year. The change will ensure that Kela always has sufficient funds to pay unemployment benefits on time.
