Reform of charging and refuelling regulations
A new act will be enacted in Finland to supplement the EU regulation on electric vehicle recharging points and alternative fuels. Traficom (the Finnish Transport and Communications Agency) will supervise the operation of the recharging and refuelling network, payment methods, and the transparency of price information.

Lowering the fuel distribution obligation
The distribution obligation for renewable fuels will be lowered to curb the rise in transport fuel prices. At the same time, the use of biofuels that cause significant land-use harms will be restricted.

Raising the biofuel oil distribution obligation to 30 per cent
The distribution obligation for biofuel oil will be raised gradually from 2026 so that it reaches 30 per cent in 2030. At the same time, biogas producers will be enabled to officially demonstrate the sustainability of their fuel for taxation purposes.

Introducing a centralised natural gas datahub
A centralised data exchange system, or datahub, will be established for the natural gas market to handle retail processes for natural gas. Retailers and distribution system operators will manage supplier switches, relocations and metering data through this shared system.

Temporary cut to fuel distribution obligation
The distribution obligation for the renewable share of transport fuels is temporarily reduced for 2023 to ease fuel price pressures. The emission reductions not achieved will be made up for by raising the distribution obligation between 2024 and 2030.

Stricter sustainability rules for biofuels
Sustainability criteria for transport biofuels and calculation rules for the distribution obligation will be clarified in line with an EU directive. Only biofuels produced from specific raw materials will be eligible to be counted twice towards the distribution obligation.
