Introducing an asylum border procedure
A rapid border procedure will be introduced in Finland for processing unfounded asylum applications lodged at the external border. Applicants will not be allowed to move freely within Finland during the procedure, but must remain within the designated reception centre area.

Rapid call-up of border reservists
Reservists of the Finnish Border Guard could be called up for refresher training on an expedited schedule to ensure border security as well. The call-up could be issued without the usual three-month notice period if the border situation changes abruptly.

Abolishing the VAT threshold relief

Streamlining state contributions to social benefits
The payment of central government contributions to pension institutions and Kela will be streamlined by abolishing the ministry's separate preliminary decisions. The change is administrative and will not affect the benefits paid or their recipients.

Earlier effective date for tax cards
Tax cards for a new tax year will take effect immediately on 1 January, and their income limits will be calculated for the entire calendar year. The previous year's tax rate will no longer be applied automatically in January.

Introducing a border procedure for asylum applications
A border procedure will be established in Finland allowing certain asylum applications to be examined through an accelerated process directly at the border without permitting applicants to move freely within the country. The procedure may be introduced in situations involving an exceptionally large number of arrivals or instrumentalised migration.

Restructuring proceedings will be accelerated and simplified by reducing the procedural steps required of courts and administrators. At the same time, unfounded restructuring applications whose sole purpose is to delay bankruptcy will be addressed.
