Allowing light cars for young people
Young people will have the opportunity to drive a speed-limited passenger car, known as a light car, from the age of 15 with a moped driving licence. The reform aims to improve road safety for young people by offering a safer alternative to mopeds and moped cars.

Facilitating vocational rehabilitation for youth
Young people aged 16–29 will be able to access Kela's vocational rehabilitation and receive a rehabilitation allowance without an illness or injury diagnosis if their functional capacity is impaired. The reform will particularly help young people outside education and employment to receive early support for life management and employment.

Increasing guarantee pension and certain benefits
The guarantee pension, the basic care allowance for pensioners, and the minimum rehabilitation allowance will be increased from the beginning of 2018. The changes support the income of low-income pensioners and encourage young people and persons with partial work ability to seek rehabilitation.

Sickness allowance and rehabilitation allowance for those earning over 30,000 euros a year will be cut. At the same time, the minimum rehabilitation allowance for young people and those in vocational rehabilitation will be raised to the level of the guarantee pension.
