Kela will be able to check the banking and account information needed for processing benefit applications directly from financial institutions via an electronic system. An electronic bank and payment account monitoring system will be established in Finland to facilitate access to information by authorities and to prevent crime. At the same time, virtual currency providers will be required to register with the Financial Supervisory Authority and comply with anti-money laundering regulations.

National backup systems will be established in Finland to secure credit transfers, card payments and cash withdrawals during serious disruptions and states of emergency. The systems will ensure daily payments for citizens and businesses in situations where banks' normal systems are not functioning.

Introducing cross-border bank account preservation
Creditors will be able to freeze a debtor's bank account funds in another EU member state more easily and quickly to secure their claims. In Finland, the issuing of preservation orders will be centralised at Helsinki District Court, and enforcement will be handled by the enforcement authority.

Expanding automatic tax data exchange
Finnish banks and other financial institutions would be required to determine the tax residence of their customers and report their account details to the Finnish Tax Administration. The change would enable automatic exchange of account details with non-EU countries as well, in order to prevent tax evasion.
