Extending student financial aid to adults

Freezing indexation in education and culture
Index adjustments to central government transfers for educational and cultural provision and liberal adult education will be frozen for 2018 as part of central government spending cuts. The savings will be made permanent, and no adjustments corresponding to increases in cost levels will be made to funding.

National register for study records
A national data repository and online service will be created in Finland, allowing citizens and authorities to see completed studies in basic education, general upper secondary education and vocational education and training in one place. The reform will speed up applications for study places and benefits and remove the need to submit paper certificates.

More flexible funding for preparatory education
Municipalities will receive state funding for preparatory education for basic education for immigrant children even when a pupil is not enrolled at the school on the official statistical calculation date in September. The change ensures the conditions for organising instruction for asylum seeker children who arrive in the middle of the school year, for example.
