Opening the gambling market to competition
Finland's gambling system will be partially opened to competition by moving to a licensing system where companies can offer online gambling under a licence granted by the supervisory authority. Part of gambling, such as lotteries and physical slot machines, will remain the exclusive right of the state-owned company Veikkaus.

Extending the instrumentalised migration act
Finland will extend the validity of the exceptional act that allows restricting the reception of asylum applications at the border where necessary to combat instrumentalised migration. The act will remain in force until the end of 2028 without substantive changes.

Simplified court procedure for small tenancy disputes
A simplified court procedure for residential tenancy disputes and evictions will be established in the district courts. The reform lowers the threshold for bringing and contesting a claim by capping the losing party's liability for legal costs.

Reforming right-of-occupancy restrictions and selection
Loss-making and underutilised right-of-occupancy buildings could be relinquished, allowing residents to buy their dwelling or remain as tenants. Paid queue numbers for housing applications would be abolished in favour of allocating homes in order of receipt of applications.

Enhancing prison security and supervision
The Criminal Sanctions Agency will receive clearer powers to restrict prison operations in serious societal disruptions and to supervise prisoners in everyday life. At the same time, security requirements for prison leaves will be tightened, and prisoners' ability to use their personal payment cards will be promoted.

Introducing an asylum border procedure
A rapid border procedure will be introduced in Finland for processing unfounded asylum applications lodged at the external border. Applicants will not be allowed to move freely within Finland during the procedure, but must remain within the designated reception centre area.

Banning mobile phones during lessons
The use of mobile phones and other mobile devices during lessons will be prohibited by law, and their use will be permitted only with a teacher's permission for learning or for health care purposes. Schools must issue rules of conduct regarding the use and storage of phones for the entire school day.

The Constitution will be amended so that provisions can be laid down by act to grant authorities the right to restrict the sanctity of the home and the secrecy of confidential communications in order to combat serious crime and security threats. This will enable intelligence and surveillance to target homes and confidential messages even before a concrete crime has occurred or an individualised suspicion of a crime exists.
