Stricter penalties for environmental offences
Legislation on environmental offences will be tightened and several new environmental offence categories will be added to the Criminal Code. At the same time, penalties imposed for the acts and corporate fines imposed on companies will be raised considerably.

Excluding tax data from other crimes
Information provided in declarations for excise duty purposes will not be permitted to be used to investigate or prosecute other offences, such as smuggling. Following the change, evading taxes on illegally imported products can once again be penalised as tax fraud without being prevented by the privilege against self-incrimination.

Obstructing or threatening police, emergency medical and rescue service workers and damaging emergency vehicles and equipment will carry harsher penalties. The reform will improve the safety of emergency personnel and ensure that help arrives in emergency situations.

The conditions for obtaining Finnish citizenship will be tightened and the grounds for loss of citizenship expanded. Obtaining citizenship will require, among other things, independent means of support and a longer period of good conduct following offences.

Tightening rules on first-time imprisonment
An offender who has previously served a prison sentence will no longer be eligible for release on parole under first-time offender terms, even if several years have passed since the previous conviction. An offender can be considered a first-time prisoner only once.

New criminal intelligence powers for police
The police would be granted the right to secretly gather information on serious and organised crime even before a concrete suspicion of an offence exists. In addition, the police could use automated data collectors in open communications networks.

Reforming the investigation of offences involving children
Assistance from specialised healthcare units will be expanded to cover all suspected offences involving persons under 18 years of age, in addition to the current sexual and assault offences. The units will also provide children and their families with early psychosocial support and offer training for professionals.

Shortening international protection residence permits
The duration of residence permits granted on the basis of international protection will be shortened, and the conditions for revoking protection status will be tightened. The prerequisites for staying in the country and the need for protection among recipients of asylum or subsidiary protection will be assessed more frequently than before.

Enhancing aviation safety and sobriety testing
Airlines and employers in the sector will be granted the right to require aircraft crew and ground handling personnel to undergo breath tests to ensure their fitness for work. In addition, Traficom (the Finnish Transport and Communications Agency) will be able to notify employers directly if the licence or medical certificate of a pilot or other key person is in the process of being revoked for safety reasons.

The occupational safety and health authority will be able to oblige an employer to pay an employee the minimum wage under a generally applicable collective agreement, enforced with a conditional fine. Gender hatred as an aggravating circumstance
Committing an offence motivated by hatred based on the victim's gender will be added to the Criminal Code as an aggravating circumstance. In addition, legal persons can be held criminally liable for certain offences committed out of gender hatred, such as aggravated defamation or unlawful threat.

Approving a counter-terrorism treaty
Finland will approve the Council of Europe Additional Protocol on the prevention of terrorism and intensify international information exchange on foreign terrorist fighters. At the same time, the Criminal Code will be amended so that receiving training is also punishable for less serious terrorist offences.
