Trade unions will be placed under an obligation to safeguard essential functions during strikes, such as human life, health, and safety. If the duty of care is breached, a court may prohibit the industrial action and employers may order employees to perform emergency work in acute emergencies.

Municipal reimbursement for Ukrainian integration services
The state will start paying compensation to municipalities and wellbeing services counties for integration services for people fleeing the war in Ukraine once they obtain a municipality of residence in Finland. At the same time, reception centre services will end within a reasonable time as the person transitions to municipal services.

Facilitating family reunification for protected minors
The income requirement for obtaining a residence permit will be abolished for family members of minors receiving international or temporary protection in Finland. In addition, a child will be considered a minor in family reunification on the basis of the date the application was submitted, even if they turn 18 during processing.

Tightening conditions for family reunification
Conditions for family reunification for recipients of international protection will be tightened by requiring applicants to have secure means of support. Those granted asylum can only apply to bring their family to Finland without an income threshold if the application is submitted within three months of the protection decision.

Employment trials for temporary protection recipients
People who have fled the war in Ukraine and receive temporary protection will be transferred to municipal employment trials as clients even before they are granted a municipality of residence. At the same time, trial municipalities will receive the authority to decide on the suitability of their clients with partial work ability to be employed by Työkanava.

Automatically extending residence permits for Ukrainians
Temporary protection residence permits for people who have fled the war in Ukraine will remain valid automatically without a separate application for an extension for as long as protection continues in the European Union. The validity of issued residence permit cards will also continue by operation of law.

Early childhood education grants for non-residents
Municipalities can receive a special government grant to provide early childhood education and care for children seeking or receiving protection, and undocumented children. The funding will reimburse costs for children who do not have an official municipality of residence in Finland.

Abolishing humanitarian protection residence permits
The possibility of obtaining a residence permit on the basis of humanitarian protection will be removed from the Aliens Act to align Finnish regulation with the EU minimum level.
