The legislation on client fees for health and social services will be comprehensively reformed and brought to the statutory level. Healthcare services for minors will become free of charge, the fee cap will be expanded, and the fee criteria for housing services will be harmonised.

Compensating regions for VAT costs
The state will compensate future regions for value added tax included in their procurements and an imputed tax on health and social services purchased from private providers. Securing guarantees for transferred debts

Reforming reimbursements for healthcare abroad
Costs of health services received in EU and EEA countries and Switzerland will be reimbursed on the same basis as corresponding care in Finland. Reimbursing services other than primary healthcare will require a referral or an assessment of the need for care.

Extending restrictions on municipal health and social services contracts
The scope for municipalities to carry out long-term outsourcing of health and social services and major property investments will be restricted until the end of 2022. Restricting municipal health and social services investments and outsourcing
Large construction investments in health and social services as well as long-term outsourcing contracts by municipalities and joint municipal authorities are temporarily restricted ahead of the upcoming health and social services reform. A termination clause must be included in new extensive contracts, and a ministerial exemption is required for major construction projects.
