A new Archiving Act will be enacted in Finland, bringing public administration archiving into the digital age and centralising permanently preserved electronic data in the National Archives of Finland. The reform makes it easier to find public authority materials and enables municipalities and wellbeing services counties to transfer their electronic archives into the central government's shared repository.

Streamlining data protection rules and information flow
The right of authorities and entities performing public functions to process personal data is clarified, and the electronic transfer of data is streamlined. At the same time, the right of insurance companies to process health and criminal record data when an insurance policy is applied for is specified, and the assessment of data protection certification bodies is transferred to the FINAS accreditation service.

ACTRIS ERIC, a European atmospheric research organisation based in Finland, will be granted independent legal status. At the same time, the organisation will be exempted from value added tax (VAT) and excise duties for its official research use.

Streamlining property transactions and registrations
Procedures for property transactions and registration will be made more flexible, and electronic services will be facilitated. Parties to a property transaction will be able to agree bindingly on a deposit or a cancellation fee without an attesting notary.

Applications, administration and public information concerning discretionary government grants will be brought together into shared online services and a repository for the entire central government administration. Providers of social services will be obliged to join the national Kanta services, enabling client data to move electronically between different operators. At the same time, healthcare will discontinue the broad basic consent requested from patients, and the disclosure of data will be based directly on the law, which clients can restrict through refusals if they wish.
