Finland and the United States will extend the validity of their agreement on the exchange of defence research and development information until 2040. At the same time, technical and administrative updates will be made to the agreement.

Wellbeing services counties maintaining a university hospital and the City of Helsinki will receive additional state funding for higher hospital costs related to specialised healthcare, research and training. Strengthening the independence of HEUNI
The regulation of the European Institute for Crime Prevention and Control (HEUNI) will be updated and its independence strengthened. The institute will operate within the administrative branch of the Ministry of Justice instead of being directly subordinate to it, and will be granted the right to decide on its own rules of procedure.
