Abolishing statutory bakery night-work supplements
The separate Bakery Work Act for the bakery sector will be repealed in March 2025. This removes bakery workers' statutory 100 per cent night-work supplement, and compensation for night work will be agreed in collective agreements as in other sectors.

Restricting political and sympathy strikes
The duration of political strikes will be limited to a maximum of 24 hours, and restrictions will be placed on sympathy industrial actions to prevent harm to third parties. At the same time, fines imposed for illegal strikes will be increased, and an employee may be ordered to pay a fee for continuing a strike found to be illegal.

Expanding local bargaining
Opportunities for local bargaining will be expanded so that companies that do not belong to employer associations can also make use of the flexibility provisions in generally applicable collective agreements. If there is no shop steward at the workplace, a local agreement can be concluded with an elected representative chosen by the employees.

Reforming working hours and protection
The Working Hours Act will be reformed to reflect modern working practices by introducing new flexible working time arrangements and a statutory working hours bank. At the same time, remote work will be brought more clearly within the scope of working hours protection, and the maximum number of consecutive night shifts will be limited.

Introducing voluntary mediation in labour disputes
The social partners will be able to seek assistance from a mediator to resolve labour disputes before any threat of strike action or disruption to industrial peace. Parties taking part in mediation must submit their claims and positions to the mediator in writing in advance.

Flexible working hours in rescue services
Collective agreements will allow deviating daily and weekly working hours to be agreed, for example in rescue services, without a separate permit from the authorities. At the same time, ordering unjustified emergency work will once again be made an offence punishable by a fine.

Securing commuter transport for night workers
An employer's obligation to arrange commuter transport for a night worker will be incorporated directly into the act in situations where no public transport or private vehicle is available. The amendment maintains the previous practice when the new Working Hours Act enters into force.

Reforming church central administration and funding
The central administration of the Evangelical Lutheran Church will be streamlined and the division of responsibilities between its bodies clarified. At the same time, criteria will be added to the act for distributing state funding to parishes for carrying out societal duties.
