Introducing an integration allowance for immigrants
Unemployment support for people moving to Finland will be paid as a lower integration allowance if the applicant has not lived in the country for three years or does not have sufficient skills in Finnish or Swedish. Full support can be received by demonstrating sufficient language proficiency or by fulfilling the condition regarding previous employment.

Restricting activation plans for rehabilitative work
Activation plans for rehabilitative work activities will only be drawn up for unemployed persons whose primary income is social assistance. For recipients of unemployment benefits, services will be organised according to individual need through a multidisciplinary employment plan.

Cutting social assistance and tightening conditions
The basic amount of social assistance will be reduced for adults, and recipients will face a stricter obligation to apply for full-time work and primary benefits. Neglecting obligations or facing unemployment security sanctions will lead to social assistance being cut more readily than before.

Integration service reform and municipal transfer
The act on the promotion of immigrant integration will be completely reformed, and responsibility for promoting the integration of immigrants will be transferred to municipalities as part of the employment services reform. Immigrants' access to services will be accelerated, and the maximum duration of integration plans will be shortened from between two and three years to two years.

Reforming and simplifying wage subsidies

Reforming study and job search
Unemployed people will be able to complete short-term and part-time studies more freely without losing their unemployment benefit. At the same time, a full job-seeking requirement will be imposed on those studying independently on unemployment benefit who hold a vocational qualification.

Launching a two-year basic income experiment
A basic income experiment will be carried out in Finland in 2017–2018, in which 2,000 unemployed persons will be paid a tax-free basic income of 560 euros per month. Transferring employment services to municipal pilots
Some services and duties of the central government's public employment services (TE services) will be temporarily transferred to be organised by pilot municipalities. The pilot applies in particular to jobseekers who face difficulties finding employment, people under 30 years of age, immigrants, and jobseekers receiving labour market subsidy or basic unemployment allowance.

Lowering unemployment benefits for immigrants
Unemployed immigrants to Finland will be paid an integration subsidy that is 10 per cent lower than the labour market subsidy for a maximum of three years. The change aims to curb public expenditure and reduce Finland's pull factors.
