Clear principles will be laid down in law on which treatments, examinations and services are included in publicly funded health and social services. The reform aims to improve the effectiveness of services and make choices more transparent and equal.

Allowing two joint emergency departments
The wellbeing services counties of Lapland and South Savo will be permitted to maintain two round-the-clock hospital emergency departments indefinitely without the previous time limit. In addition, the provisions on the choice of treatment facility will be clarified.

Reforming right-of-occupancy housing and resident selection
The application system for right-of-occupancy dwellings will change so that resident selection switches to a single nationwide, fixed-term queue number. At the same time, residents' opportunities to exert influence in companies will be increased, and relinquishing right-of-occupancy buildings facing financial difficulties will be accelerated.

Reforming Sitra's governance structure
A dedicated supervisory board, separate from the Parliamentary Supervisory Council of the Bank of Finland, will be established for the Finnish Innovation Fund Sitra. At the same time, the composition of Sitra's board of directors and the position of the president will be reformed.
