Easing firearms regulations and storage requirements
Storage requirements for deactivated firearms and antique black powder firearms will be eased, meaning they will no longer need to be stored as strictly as operational firearms. In addition, reporting practices for firearms businesses will be clarified and provisions on the revocation of permits will be harmonised with the EU directive.

Disposal of nuclear research waste in Sweden
Small quantities of spent nuclear fuel sent from Finland to Sweden for research purposes could be permanently disposed of in Sweden. Radioactive waste generated during research would no longer need to be returned to Finland.

Streamlining defence export controls
Defence materiel exports will be streamlined by introducing a general export licence for temporary and non-commercial exports to trusted countries. At the same time, compliance and record-keeping obligations for companies exporting defence materiel and the supervisory powers of the authorities will be tightened.

Licensing the export of cartridge components
Exports of firearm cartridge components, such as cartridge cases, bullets and powder, outside the European Union will become subject to a licence. Exporting them without a licence will be made a punishable offence.

Transferring Finnvera's financial supervision
Financial supervision of the state-owned specialised financing company Finnvera will be transferred from the Ministry of Economic Affairs and Employment to the Financial Supervisory Authority.
