Threat-based criminal intelligence powers
The Finnish Border Guard would be granted the right to covertly gather information on serious security threats before a concrete offence has occurred or there is specific suspicion of one. The new methods of intelligence gathering aim to tackle organised crime related in particular to illegal immigration and human trafficking.

Right of appeal against involuntary medication
A patient in involuntary psychiatric care will be able to appeal to the administrative court against medical treatment prescribed for them. An official administrative decision must be issued on medical treatment if it cannot be provided in mutual understanding with the patient or if the patient requests a decision.

Increasing openness of criminal case documents
Citizens and the media will have broader access to information on decisions taken by the police and prosecutors. The grounds in criminal case documents will become more public if disclosing the information is unlikely to cause harm or suffering to the parties involved.

Clarifying the collection of employee data
An employer will be able to collect an employee's personal data during an employment relationship without separate consent if the data relates to exercising statutory rights or fulfilling statutory obligations. In other situations, such as recruitment, obtaining data from other sources will still require the employee's consent.

Expanding intelligence and crime prevention powers
The Constitution will be amended so that provisions can be laid down by act to grant authorities the right to restrict the sanctity of the home and the secrecy of confidential communications in order to combat serious crime and security threats. This will enable intelligence and surveillance to target homes and confidential messages even before a concrete crime has occurred or an individualised suspicion of a crime exists.

Establishing the ombudsman for older people
An autonomous and independent Ombudsman for Older People will be established in Finland to promote the status and rights of older people. The Ombudsman will monitor the conditions and legislation concerning older people and bring their perspective into public decision-making.

Aligning workplace privacy with EU regulation
The act on data protection in working life will be updated to comply with the EU General Data Protection Regulation. The basic rules on the protection of employees' privacy will remain largely unchanged.
