Transport safety rules for maritime workers

Reforming working hours and protection
The Working Hours Act will be reformed to reflect modern working practices by introducing new flexible working time arrangements and a statutory working hours bank. At the same time, remote work will be brought more clearly within the scope of working hours protection, and the maximum number of consecutive night shifts will be limited.

Tightening conditions for family reunification
Conditions for family reunification for recipients of international protection will be tightened by requiring applicants to have secure means of support. Those granted asylum can only apply to bring their family to Finland without an income threshold if the application is submitted within three months of the protection decision.

VAT exemption for NATO forces' purchases
Purchases of goods and services as well as imports by the armed forces of other NATO countries participating in common defence activities in Finland will be exempt from value added tax (VAT). The exemption will be implemented under the same principles as in defence cooperation between EU member states.

Longer residence permits for researchers
Researchers and doctoral students arriving from outside the EU will be granted longer residence permits than before. A researcher pursuing a postgraduate degree will be able to receive a residence permit for up to five years at a time.

Stricter environmental requirements for power lines
More detailed environmental conditions will be set in the expropriation permit procedure for the route selection and construction of major power lines and gas transmission pipelines. The ELY Centres (Centres for Economic Development, Transport and the Environment) will begin supervising compliance with the environmental requirements that are set.

Introducing a border procedure for asylum applications
A border procedure will be established in Finland allowing certain asylum applications to be examined through an accelerated process directly at the border without permitting applicants to move freely within the country. The procedure may be introduced in situations involving an exceptionally large number of arrivals or instrumentalised migration.
