The statutory minimum staffing ratio for 24-hour care for older people will decrease to 0.6 workers per client from the beginning of 2025. The previous plan to raise the staffing ratio to 0.7 workers is cancelled completely.

Postponing tighter elderly care staffing ratios
The entry into force of the staffing ratio of 0.7 staff members per client in round-the-clock care for older people will be postponed until the beginning of 2028. Until then, the current minimum ratio of 0.65 staff members per client will remain in force.

The Finnish Border Guard will be able to fill certain civilian posts without a public application procedure and make more flexible use of cadet students to assist during disruptions. The amendments protect official operations from intelligence gathering and improve responsiveness to various security threats.

Ensuring essential care during industrial disputes
The life and health of patients and home care clients would be safeguarded during industrial disputes by making it possible to assign personnel to essential care duties. When necessary, the authority could postpone or suspend a strike and oblige healthcare professionals to perform client and patient safety work.

Capping child welfare caseloads
A statutory maximum caseload would be set for child welfare social workers so that workers have more time to focus on each child's situation. A single social worker could be responsible for a maximum of 35 children in 2022–2023 and a maximum of 30 children from 2024 onwards.

Reporting daycare shortcomings and staffing ratios
Daycare centre staff will have a statutory obligation to report shortcomings they observe in early childhood education and care, and whistleblowers will be protected against retaliation. At the same time, the act will explicitly state that staff absences may not be used as a reason to deviate from the staffing ratio in daycare centres.

Binding staffing ratio for elderly care
A statutory minimum staffing ratio of at least 0.7 employees per client will be introduced for 24-hour housing services with care and long-term institutional care for older people. In addition, a uniform national RAI assessment system will be introduced for assessing the need for regular services for older people.

Creating a police reserve for disruptions
A volunteer police reserve will be established in Finland to assist the police during major disruptions and exceptional situations. Reservists may be called up to fixed-term public-service employment by a decision of the Government to support police operations.
