Easier smoking bans in housing companies
Housing companies would be granted the right to ban smoking on residents' balconies and in apartments by their own decision without a municipal permit process. At the same time, the sale of CBD and certain other cannabinoids in tobacco products and tobacco substitutes would be prohibited.

Speeding up share certificate digitalisation
Paper housing company share certificates held by banks as collateral can be converted into electronic form on a large scale without sending paper documents to the authorities. The procedure will speed up the transition to the residential and commercial property information system and make registering ownership cheaper for homeowners.

Tackling problems in housing companies
Housing companies will receive better means to tackle nuisances from short-term letting and other housing disruptions, as well as take possession of flats using electronic service of notice. In addition, the controlled winding-down of struggling housing companies will be made lighter, and the division of maintenance responsibilities will be clarified.

Expanding digital platform tax information exchange
The reporting obligation of digital marketplaces and rental platforms to the Finnish Tax Administration would be extended to countries outside the EU. This would enable Finland to automatically exchange tax information regarding platform income with non-EU countries as well.

Reasonable late fees for housing registration
Late fees charged for delays in registering ownership of housing company shares will be adjusted to a reasonable level. Fees will no longer accumulate on a compound interest basis, preventing penalties from escalating to unreasonable amounts.

Easier apartment repossession for housing companies
A housing company will be able to take possession of a share apartment more easily than at present if the owner resides outside the European Economic Area and cannot be reached. Warnings, decisions, and eviction summonses can be served via the Official Gazette and by delivering notice to the apartment.

Renovation and loan data of housing companies will be transferred to the electronic residential and commercial property information system in a machine-readable format. The reform will speed up access to information in property transactions and incorporate housing company loans into the positive credit register.

Extending housing companies' transition deadline
The deadline for housing companies established before 2019 to transfer their lists of shares to the residential and commercial property information system will be extended by one year. At the same time, rules on mutual real estate companies joining the system will be clarified.
