Extending security clearances for civil servants
State agencies will receive the right to carry out security clearances on their civil servants throughout their service, not only upon recruitment. If a civil servant refuses a clearance required for the post, they may be temporarily suspended from office.

The conditions for obtaining Finnish citizenship will be tightened and the grounds for loss of citizenship expanded. Obtaining citizenship will require, among other things, independent means of support and a longer period of good conduct following offences.

Reforming Kela's administration and operations
Kela decisions will be issued electronically to customers using its online service, and the National Audit Office of Finland will be granted the right to audit Kela's operations. In addition, Kela will be able to transfer auxiliary duties such as document sorting and mailing to private operators.

Tightening requirements for citizenship
The period of residence required for acquiring Finnish citizenship will be extended from five to eight years. At the same time, residence requirements will be tightened so that only time spent with a residence permit counts towards the period of residence, and the maximum time spent abroad is restricted.

Clarifying child citizenship and residence rules
Children of a Finnish parent and children adopted to Finland will obtain Finnish citizenship automatically by operation of law without a separate declaration procedure. In addition, the rules for calculating the required period of residence and permitted trips abroad for a citizenship application will be simplified.

A person may lose Finnish citizenship if they commit a serious offence involving treason, high treason or terrorism directed against Finland. Deprivation of citizenship applies only to persons who also hold the citizenship of another state.

Simplifying official documents in the EU
The use of certain public documents, such as population register extracts or criminal records extracts, in other EU countries would become easier without a separate certificate of authenticity. Documents could be accompanied by a multilingual standard form, meaning that separate official translations would usually no longer be needed.
