Employment trials for temporary protection recipients
People who have fled the war in Ukraine and receive temporary protection will be transferred to municipal employment trials as clients even before they are granted a municipality of residence. At the same time, trial municipalities will receive the authority to decide on the suitability of their clients with partial work ability to be employed by Työkanava.

Municipalities participating in the municipal pilot to promote employment will be granted the right to issue more statements related to unemployment security to their own clients. The change will streamline the processing of unemployment benefit matters and reduce jobseekers' need to deal with both the municipality and the public employment services (TE services).

Municipalities participating in the municipal employment trial will be transferred further straightforward unemployment security duties from the public employment services (TE services) to speed up service. Launching a two-year basic income experiment
A basic income experiment will be carried out in Finland in 2017–2018, in which 2,000 unemployed persons will be paid a tax-free basic income of 560 euros per month. The experiment will investigate whether an unconditional basic income promotes employment and reduces incentive traps in social security.

Some services and duties of the central government's public employment services (TE services) will be temporarily transferred to be organised by pilot municipalities. The pilot applies in particular to jobseekers who face difficulties finding employment, people under 30 years of age, immigrants, and jobseekers receiving labour market subsidy or basic unemployment allowance.
