Stricter regulation of electric scooters
A blood alcohol limit of 0.5 per mille will be introduced for electric scooters and similar motorised micromobility devices, and commercial hire of them will require a municipal permit. The police will have the right to breathalyse riders, and municipalities will be able to restrict the speed, number and parking of rental scooters.

Enabling regional passenger train procurement
Municipalities and regional actors will be able to organise and tender subsidised passenger train services in their area. Responsibility for procuring state rail transport will transfer to Traficom (the Finnish Transport and Communications Agency), and the regulatory body supervising the market to the Finnish Competition and Consumer Authority (KKV).

Continued use of eastern rolling stock
Rolling stock complying with eastern standards could be used in domestic timber and chemical transport until the end of 2028. At the same time, safety supervision of new tramway and metro projects would be increased as early as the design phase.

A pilot will be launched in Northern Finland to bring together data on passenger transport reimbursed by wellbeing services counties and Kela (the Social Insurance Institution). The validity of seafarers' qualifications will be automatically extended by six months due to the exceptional circumstances caused by the coronavirus pandemic. At the same time, doctors practising with restricted rights will be prevented from being approved as maritime or railway doctors.

The share of core funding for vocational education and training will be kept at 70 per cent to safeguard the financial stability of educational institutions.
