The division into wellbeing services counties and the division into regions will be separated into their own acts, meaning that potential changes to wellbeing services counties will no longer automatically alter regional borders. Transferring employment and business services to regions
Employment and economic development services and regional development tasks will be transferred from central government and regional councils to the new regions from the beginning of 2020. Major health and social services construction projects by companies owned by municipalities and joint municipal authorities will become subject to an exemption permit procedure before the health and social services reform. Any financial consequences of unlawful contracts will fall directly on the municipalities and their companies rather than on financiers.

Securing guarantees for transferred debts

Transferring environmental health tasks to municipalities
A region could agree on transferring the responsibility for organising environmental health tasks to a sufficiently large municipality or group of municipalities. The transfer would require both the municipality and the region to have resources of at least 30 person-years available for supervisory duties.
