Centralising hospitals and emergency services
Finland's hospital network and round-the-clock emergency services will be concentrated into fewer units to ensure adequate staffing and funding. Each wellbeing services county will as a rule have only one hospital with a multidisciplinary round-the-clock emergency department and round-the-clock operating theatre readiness.

Allowing two joint emergency departments

Separate compensation for hospital emergency services
The state may start paying separate compensation to the wellbeing services counties of Lapland and South Savo for additional costs arising from maintaining two round-the-clock hospital emergency departments. The objective of the support is to help ensure the continuation of 24-hour emergency services at the Kemi and Savonlinna hospitals.

Improving mental health and substance abuse services
Mental health and substance abuse services will be brought more closely into ordinary health and social services, and help will also become easier to access for other addictions. The reform will improve continuity of care and increase home-based services and low-threshold support, such as outreach work and substance abuse day centres.

Adjusting municipal central government transfers
Central government transfers to municipalities for basic public services will be increased and the criteria for determining them will be adjusted for 2020. At the same time, compensation for tax revenue losses resulting from changes in tax legislation will be transferred to a separate budget item.

Vaasa emergency care and court opinions
A comprehensive 24-hour emergency care unit will be established at Vaasa Central Hospital, strengthening services for the region and especially for Swedish-speaking residents. In addition, university hospital districts will be required to provide independent medical expert opinions to the courts.

Permitting surgery without round-the-clock emergency services
Hospital districts will be able to organise and purchase elective surgery also in units that do not have round-the-clock joint emergency services. Strict quality requirements related to patient safety and emergency preparedness will nevertheless be set for these operations.

Emergency medical services will be transferred to the responsibility of regions as part of the health and social services reform. A national Päivystysapu helpline will be established for citizens alongside the emergency number.
