Transferring employment services to trial municipalities
The provision of employment services for jobseekers would be temporarily transferred from the state public employment services (TE services) to participating municipalities across five regions. The trial would develop service models and support employment especially among young people and those who have been unemployed for longer periods.

Easing COVID-19 reporting for small restaurants
Small restaurant businesses are exempted from heavy accounting and auditing requirements associated with compensation for the spring 2020 closure period. The change will reduce administrative costs for businesses and decrease recoveries of support.

Easing dismissal criteria and waiting periods
When assessing grounds for dismissing an employee, the number of employees of the employer will be taken into account, facilitating dismissals particularly in small businesses. At the same time, the unemployment benefit waiting period following the termination of an employment relationship for reasons attributable to the employee will be shortened from 90 days to 60 days.
