A foreign worker would be allowed to seek new employment for three months longer before their residence permit is revoked if their working conditions have involved exploitation. At the same time, processing times for residence permit applications and employers' notification obligations would be clarified.

Easing residence permits for students and researchers
Students from outside the EU and EEA will be granted a residence permit for the entire duration of their studies at once. The post-graduation or post-research residence permit for jobseeking and starting a business will be extended to two years.

A new monthly minimum salary threshold of 1,600 euros will be set for workers arriving in Finland on a residence permit for an employed person. A residence permit can no longer be granted for work where the monthly salary paid falls below this threshold.

Introducing administrative review for work permits
Applicants will be able to request an administrative review free of charge directly from the Finnish Immigration Service (Migri) for decisions concerning certain work-based residence permits and the EU Blue Card. The amendment will enable automated processing of applications and speed up the issuance of permit decisions.

Reforming Business Finland and job seeking
The division of responsibilities between the Business Finland company and the funding agency will be clarified, and public administrative tasks will be transferred to the funding agency, which operates as an authority. Faster entry for specialists and startups
A new long-term D visa will be introduced in Finland for specialists, startup entrepreneurs and their family members. The visa will enable them to travel to Finland and start work immediately after being granted a residence permit, without waiting for the residence permit card to arrive.
