Flexibility in public-service employment terms
Rules governing central and local government public-service employment will be harmonised with earlier amendments to the Employment Contracts Act. Long-term unemployed persons can be hired on fixed-term public-service relationships without a separate justification, probationary periods can be extended due to sick leave or family leave, and the re-employment period for dismissed employees will be shortened.

Civilian crisis management recruitment and leave
The statutory right to leave of absence for public sector employees participating in civilian crisis management will be limited to a maximum of three years over a five-year period. At the same time, certain posts can be reserved exclusively for first-time applicants in order to broaden the pool of experts.

Facilitating apprenticeship contracts
Employers will be able to take on an apprenticeship student without the obligation to first offer additional hours to the workplace's existing part-time employees or dismissed employees. Reinstating notification of collective redundancies
Employers must notify the public employment services (TE services) if they dismiss at least ten employees for financial or production-related reasons. In addition, employers must inform dismissed employees of their right to an employment plan.

Raising church officials' retirement age
The retirement age for officeholders in the Evangelical Lutheran Church will be raised from 68 to 70 years. In addition, the right of appeal for unorganised officeholders will be clarified, and penalty interest will be extended to pay claims arising from an official employment relationship.
