Employers will be able to check the criminal background of persons working with children also in employment relationships lasting under three months. Requesting a criminal record extract will be based on the employer's own discretion and risk assessment, and will not be mandatory.

Subsequent asylum applications and applicants' right to work will be restricted to prevent individuals who have received a negative decision from delaying their removal without grounds. An average maximum weekly working time of 48 hours will be laid down for marine fishing vessels, and a requirement to have completed compulsory education will be set for work. In addition, masters of large fishing vessels will have to submit vessel crew lists ashore to improve safety.

Rules on child custody and right of access will be reformed to reflect more diverse family situations. The act will incorporate the possibility of shared residence, strengthen the child's right to be heard, and enable the right of access to other persons close to the child as well.

The period of validity of passports and identity cards for adults will be extended from five to ten years. At the same time, submitting passport photographs will be restricted to businesses, and information on guardians will be entered in the passports of minors.

Introducing residence requirements for asylum seekers
An asylum seeker could be ordered to reside at a designated reception centre and report there regularly. For an unaccompanied child aged 15 or over, a residence requirement within the reception centre grounds would serve as a less severe alternative to detention prior to removal from the country.
