The maximum duration of juvenile punishment for under-18s will be extended from one year to two years, and it will be imposed more frequently than at present. The punishment can include more guidance towards studies and voluntary substance abuse treatment.

Basic education in the arts will move to a single national syllabus, and applicants under the age of 18 will be given priority in student admissions if there is competition for places. Tightening conditions for family reunification
Conditions for family reunification will be tightened by setting an age limit of 21 years for residence permits for spouses and requiring beneficiaries of international protection to have resided in Finland for two years before bringing their family to the country. In addition, secured means of support will, as a rule, be required for the entry of a guardian of a minor who has received subsidiary protection.
