Speeding up share certificate digitalisation
Paper housing company share certificates held by banks as collateral can be converted into electronic form on a large scale without sending paper documents to the authorities. The procedure will speed up the transition to the residential and commercial property information system and make registering ownership cheaper for homeowners.

Abolishing the Housing Fund of Finland
The Housing Fund of Finland will be abolished, and state-subsidised housing construction will be financed directly from the state budget. At the same time, a guarantee fee will be introduced for new state interest-subsidy loans, though it will not be charged on student housing or housing projects for special groups.

Making ASP saving terms more flexible
The home saving scheme (ASP) aimed at first-time home buyers will be reformed and its provisions consolidated into a single act. The upper age limit for saving will be abolished, the number of repayment-free periods increased, and the minimum saving period will begin to be counted in months rather than quarters.

The interest subsidy terms for state-subsidised affordable housing production will be improved, and making provision for rental building renovations will again be permitted within rents. The maturity of new housing loans and housing company loans will as a rule be limited to a maximum of 30 years, and the share of housing company loans in new-build properties will be reduced. In addition, supervision of all consumer credit will be transferred to the Financial Supervisory Authority.

Raising ASP loans and age limits
The upper age limit for starting ASP saving will rise to 44 years, and people buying a home together can receive an ASP interest-subsidy loan that is 50 per cent larger than for a single buyer. At the same time, the maximum state guarantee for owner-occupied housing loans will be raised to 60,000 euros.

Changes to income taxation for 2020
Taxation of earned income will be eased for 2020 through index adjustments and by raising the earned income tax credit and the basic deduction. At the same time, the household expenses tax credit will be reduced and the mortgage interest tax deduction will begin to be phased out.
