Integration service reform and municipal transfer
The act on the promotion of immigrant integration will be completely reformed, and responsibility for promoting the integration of immigrants will be transferred to municipalities as part of the employment services reform. Immigrants' access to services will be accelerated, and the maximum duration of integration plans will be shortened from between two and three years to two years.

Municipal reimbursement for Ukrainian integration services
The state will start paying compensation to municipalities and wellbeing services counties for integration services for people fleeing the war in Ukraine once they obtain a municipality of residence in Finland. At the same time, reception centre services will end within a reasonable time as the person transitions to municipal services.

Automatic extension of temporary protection permits
Residence permits and residence permit cards for recipients of temporary protection will remain valid automatically without a separate application for an extension for as long as the protection decision remains in force. The three-year maximum duration of protection will be removed, but permits will remain temporary in nature.

Asylum seekers will be granted state-funded legal counsel at the asylum interview, and the appeal period for decisions will be extended to 30 days. In addition, private lawyers assisting asylum seekers will be remunerated on the basis of actual hours worked rather than a fixed lump-sum fee.

Employment trials for temporary protection recipients
People who have fled the war in Ukraine and receive temporary protection will be transferred to municipal employment trials as clients even before they are granted a municipality of residence. At the same time, trial municipalities will receive the authority to decide on the suitability of their clients with partial work ability to be employed by Työkanava.
