Valtion virastot saavat oikeuden teettää virkamiehistään turvallisuusselvityksiä koko palvelussuhteen ajan eikä vain palvelukseen otettaessa. Jos virkamies kieltäytyy tehtävän edellyttämästä selvityksestä, hänet voidaan väliaikaisesti pidättää virantoimituksesta.

The regulation of the European Institute for Crime Prevention and Control (HEUNI) will be updated and its independence strengthened. The institute will operate within the administrative branch of the Ministry of Justice instead of being directly subordinate to it, and will be granted the right to decide on its own rules of procedure.

An independent agency, the National Courts Administration, will be established in Finland to take over administrative and support tasks for the courts from the Ministry of Justice. The reform will strengthen the independence of the courts and make the functioning of the judiciary smoother.
