Scrappage incentive for passenger cars
The state will introduce a temporary scrappage incentive for buyers of new passenger cars in 2026 and 2027. A private individual will be able to receive 2,000 to 2,500 euros in support to purchase a new low-emission or zero-emission car when simultaneously taking a car that is at least 10 years old to be scrapped.

Exemptions from building energy inspections
Provisions will be added to the act on when certain buildings are exempt from mandatory energy efficiency inspections of heating and air-conditioning systems. The amendment supplements the implementation of an EU directive and concludes the infringement procedure concerning Finland.

Extending van and lorry purchase subsidies
The application period for purchase subsidies for electric and gas-powered vans and lorries will be extended until the end of 2024. Purchase subsidies for fully electric passenger cars and conversion subsidies for passenger cars will, in turn, end at the end of 2022.

Abolishing car tax on electric cars

Ban on combining scrappage premiums
Only one scrappage premium may be granted per new purchase. Multiple scrappage premiums can no longer be combined for the purchase of the same passenger car, electric bicycle or public transport ticket.

Earned income and commuting tax relief
An index adjustment corresponding to the rise in earnings levels will be made to the earned income tax criteria for 2021 to prevent the taxation of earned income from tightening with inflation. At the same time, taxation on low-emission company cars, public transport tickets, and company bicycles will be eased.
