Possession of image and video material depicting graphic violence will become a punishable offence carrying a fine. In addition, a new aggravated offence with harsher prison sentences will be introduced for the possession of images sexually depicting a child.

Plea bargaining will be expanded to cover aggravated narcotics offences, aggravated robberies and aggravated human trafficking. A person suspected of an offence can receive a more lenient sentence by confessing to their act, which speeds up and eases the judicial process.

Restricting political and sympathy strikes
The duration of political strikes will be limited to a maximum of 24 hours, and restrictions will be placed on sympathy industrial actions to prevent harm to third parties. At the same time, fines imposed for illegal strikes will be increased, and an employee may be ordered to pay a fee for continuing a strike found to be illegal.

Stricter regulation of electric scooters
A blood alcohol limit of 0.5 per mille will be introduced for electric scooters and similar motorised micromobility devices, and commercial hire of them will require a municipal permit. The police will have the right to breathalyse riders, and municipalities will be able to restrict the speed, number and parking of rental scooters.

Clarifying collection of fines and penalties
The recovery of fines, infringement fees and other administrative sanctions and the limitation rules will be harmonised. At the same time, the penal demand procedure used in fining will be abolished and the recovery of crime damage compensation will be centralised to the Legal Register Centre.

The right of ministers to take up new duties after the end of their term of office could be restricted by a cooling-off period of up to one year. The restriction would prevent conflicts of interest and the exploitation of confidential information obtained in the Government.

Converting repeated fines into imprisonment
Unpaid fines of persons repeatedly committing fine-level offences, such as shoplifting, can in future be converted into imprisonment. If a person has received at least six fines in the preceding year, new offences will be dealt with directly in court instead of through the summary police penal order procedure.

Clear drink-driving cases will be transferred from courts to faster fine proceedings, and the police will begin imposing all driving bans. At the same time, the consent procedure for fine proceedings will be streamlined and the fined person's right of appeal to a court will be expanded.

Cancelling the expansion of fine conversion
