Students will be able to earn significantly more wage income than before without cuts to student financial aid or clawback of benefits. In addition, the deadline for the student loan compensation will become flexible if studies are delayed due to a state of war in the country of study.

Own-initiative recovery of unlawful state aid
Authorities will have to recover state aid that breaches EU rules from companies on their own initiative and with market-based interest, without a separate decision from the European Commission. The reform harmonises the powers of the state, municipalities and wellbeing services counties in recovering unlawful aid.

State supervisory authorities will be able to take direct action to prevent a serious hazard to the environment or health if the company responsible for the activity is, for example, bankrupt or unknown.
