Clarifying animal welfare liabilities and fees
Liability for damages caused during animal welfare control will transfer from municipalities to the state, and municipalities will gain the right to charge fees for animal welfare control carried out by health inspectors. In addition, the obligation for veterinarians to report defects that hinder the breeding of dogs and cats will be postponed.

The State Treasury will in future make all decisions on transferring an inheritance that has passed to the state to a person close to the deceased or to a municipality. Previously, decisions on large inheritances worth over 750,000 euros were made by the Government.

Transferring road management to regions
The maintenance of highways, transport system planning and the organisation of public transport will be transferred from the abolished ELY Centres (Centres for Economic Development, Transport and the Environment) to the new regions and partly to the Finnish Transport Agency.
