Protecting foreign berry pickers
The rights of collectors of natural products arriving in Finland from abroad and the obligations of companies inviting them into the country would be defined in law. Recruitment fees charged to collectors would be prohibited, and their earnings would have to be paid in full before leaving the country.

An asylum seeker could be ordered to reside at a designated reception centre and report there regularly. For an unaccompanied child aged 15 or over, a residence requirement within the reception centre grounds would serve as a less severe alternative to detention prior to removal from the country.

The obligation to use a pilot will be eased for small vessels, towing combinations and icebreakers. At the same time, the organisation of pilotage examinations will be transferred from the authority to maritime educational institutions.
