The introduction of speed-limited passenger cars, known as light cars, for young people will be cancelled. Legislation concerning light cars will be repealed before its entry into force because it conflicts with EU law.

Stricter driving licence conditions for 17-year-olds
Seventeen-year-olds could obtain a passenger car driving licence with a guardian's consent without a separate exemption. However, the driving rights of underage drivers would be restricted by prohibiting night driving and carrying more than one passenger.

Drink-driving fines and police driving bans
Clear drink-driving cases will be transferred from courts to faster fine proceedings, and the police will begin imposing all driving bans. At the same time, the consent procedure for fine proceedings will be streamlined and the fined person's right of appeal to a court will be expanded.

Clarifying road traffic and vehicle rules

A duplicate or replacement licence for a driving licence issued before 2013 and valid until the age of 70 will be issued only for a fixed term. Depending on the vehicle category, the new licence will be valid for 5 or 15 years instead of the previous long period of validity.

Driving licence requirements for tractors will be determined based on the vehicle's maximum design speed. Tractors capable of travelling at more than 60 kilometres per hour will require a car driving licence, and heavy vehicles will require a lorry driver's professional qualification.
