Housing costs for recipients of social assistance will be covered only up to the municipality-specific maximum limit after a three-month time limit. If applicants do not move to a more affordable home and have no statutory special reason to stay in their current home, they will have to pay the portion of rent exceeding the limit themselves.

Temporary increase in housing allowance heating costs

More flexible funding for unemployment benefits
The state will pay central government transfers for unemployment benefits to Kela on the basis of a monthly notification instead of the previous advance confirmation for the entire year. The change will ensure that Kela always has sufficient funds to pay unemployment benefits on time.
