Clarifying consent for home sales
Selling one's own home will no longer require the consent of a former spouse if more than ten years have passed since divorce or the death of the spouse. Clarifications will be made to the act so that this rule and its transitional period are applied correctly.

Lowering taxes on labour
Taxes on labour will be lowered from the beginning of 2026 by cutting the highest marginal tax rates and increasing the earned income tax credit and the basic deduction. As a counterbalance, the tax deductibility of trade union membership fees, the tax exemption for company bicycles, and the home office deduction for wage earners will be abolished.

Easier apartment repossession for housing companies
A housing company will be able to take possession of a share apartment more easily than at present if the owner resides outside the European Economic Area and cannot be reached. Warnings, decisions, and eviction summonses can be served via the Official Gazette and by delivering notice to the apartment.

Tightening social assistance housing costs
Housing costs for recipients of social assistance will be covered only up to the municipality-specific maximum limit after a three-month time limit. If applicants do not move to a more affordable home and have no statutory special reason to stay in their current home, they will have to pay the portion of rent exceeding the limit themselves.

Easing income tax and increasing deductions
The income thresholds of the income tax scale for 2019 and several tax deductions would be increased to ease taxation on earned income. In addition, the maximum amount of the deduction for secondary accommodation for work and tax-exempt travel allowances for voluntary workers would be increased.

Repealing the outdated Population Census Act
The Population Census Act, dating from 1938, will be repealed as redundant. Separate censuses based on questionnaires have not been conducted since 1980; instead, population statistics are nowadays compiled directly from administrative registers.

Combination sentences for dangerous repeat offenders
A new combination sentence is created for highly dangerous repeat perpetrators of serious crimes, consisting of imprisonment followed by a one-year supervision period. The reform replaces the previous practice in which the sentenced person served the entire sentence in prison and was released without supervision.

Adding alternatives to remand imprisonment
Instead of being imprisoned, a person suspected or convicted of an offence could be placed under an electronically supervised travel ban or investigative detention. At the same time, the retention period for remand prisoners on police premises will be significantly shortened.

Reforming housing credit and peer-to-peer lending
The comparability of housing loans will be improved with a standardised form, and borrowers will be granted the right to cancel a housing loan within 14 days even when transacting at a branch. At the same time, peer-to-peer loan intermediaries will be brought under official registration and consumer protection rules.

Transferring building exemptions to municipalities
The authority to grant exemption permits for building and shoreline construction will be transferred entirely from the ELY Centres (Centres for Economic Development, Transport and the Environment) to municipalities. In addition, office and commercial premises can be converted into housing using regional exemption permits more easily than before.
