Clarifying Teno fishing permits and supervision
The rules on the special fishing permit quota for the Teno river will be specified and free fishing permits will be provided for permanent local residents under 18 years of age. At the same time, fishing permit sales duties and supervision in the fisheries area will be clarified.

Introducing administrative review for work permits
Applicants will be able to request an administrative review free of charge directly from the Finnish Immigration Service (Migri) for decisions concerning certain work-based residence permits and the EU Blue Card. The amendment will enable automated processing of applications and speed up the issuance of permit decisions.

Electronic monitoring and enhancement of restraining orders
Electronic monitoring using a monitoring ankle tag and positioning device can be attached to an extended restraining order in situations involving a serious threat of violence. In addition, the police will be able to impose a temporary restraining order on their own initiative at a lower threshold than before, and applying for a restraining order will always become free of charge.

More flexible compulsory education rules
Flexibility is introduced to completing compulsory education and related support so that a suitable educational path can be found for every young person. At the same time, foreign minors residing in the country solely for study purposes are excluded from compulsory education and free learning materials.
